New Mixed-use Development East Coachella Valley. Calhoun Ranch—is in the planning stages for residential, retail and commercial opportunities.
Located along East & West Calhoun Street in the East Coachella Valley, the new development (currently named Calhoun Ranch) is a bold vision by the Haagen Company. The project spans an estimated 138 to 218 acres, depending on parcel inclusion.
In June 2025, the Riverside County Planning Commission unanimously approved a change in land-use designation for the site — moving the zoning from limited agricultural to mixed-use, which will allow residential, retail and commercial uses.
Under the proposed master plan, Calhoun Ranch is expected to include single-family homes, neighborhood commercial centers and potentially light retail or service uses. The design calls for thoughtfully planned amenities, master-landscaped open spaces and pedestrian/bike pathways to generate a connected and inviting community.

At this stage the project remains in the entitlement phase. No final building permits have yet been publicly filed. The next steps will include General Plan amendments, zone changes, finalizing the environmental review and then permit applications. Once those are completed, construction planning can move forward.
